Contractor Rates

Contractor rates are very geographically dependent.  Where are these
people going to be working?

I'm working on a proposal to hire several contract writers. The time
estimates are done, but now I need to estimate hourly rates. I've looked
at the STC salary survey (which sadly leaves out contractors now),
salary.com, and searched the archives of Techwr-l for information. Can
anyone point me to more (or even better) resources for finding average
contractor rates?
