update/introduction on metrication standards projects

There are probably several opportunities to study or to develop the 
communication or use of metric scales of measure for particular areas 
of practice or particular contexts of use.

Some potential projects concern the development or harmonization of 
metrological standards, including specifications, API's, or style 
guide resources.
