Yes,   the title Technical Communications Specialist is specifically used 
to identify technical writers that write for engineering audiences.

Having the same titles for software writers Technical Communications 
Specialist ) , marketing writers (Marketing Communications Specialist) and 
proposal writers (Proposal Development Specialists) is not fair to any of 
them. They are separate and unique skills.
