with text this time -- draft solicitat ion for 2006-2007 volunteers

I don't like the idea of adding new offices at the upcoming vote. As a
tech writer, I must make a bullet list about it:
- Maybe it's 'cause I'm a reprobate board member who missed the last
meeting, but it seems sudden to me. I like more lead time on something
like this.
- As Kay mentioned, we don't have all our existing positions filled.
- Offices are not required to make use of volunteers, so I don't see
that waiting will gate an activity. Get someone going on something &
give 'em an official office later.
- Rather than focus on creating offices, let's focus on specific
projects & activities.
