LCRA contact for reserving board room

My mistake about the city council causing STC meetings to get
pre-empted. The city council did hold their meetings at LCRA board room
Thursdays a few years, but looks like most of their meetings were in
the morning or lunchtime, according to quick glances at some of their
minutes. --Wanda
