For a vote: Changing resume posting fee for non-members

Melissa Burpo has been doing a fabulous job developing the employment
area of our new website, but she's hit a wall and needs a
policy-change vote from the board to keep going:
PROBLEM: In the past, we charged non-members a nominal fee ($4/month)
for the service of posting their resume for them (I recall it was as
much to nudge them about not being members as to cover costs).
However, our new software allows us to let jobseekers and employers to
post their own resumes and jobs without our effort. Moreover, policing
money collection from non-dues-payers would be very hard to implement,
technologically, and errors will cost us good will.
PROPOSED: To move forward, we propose dropping the fee and adding a
[PayPal] link on the submission page that asks non-members (both
jobseekers and employers) to donate $10 per posting (or less?). This
could easily collect as much money as before, and it serves the same
purpose of nudging them to think about their lack of dues support to
our chapter. There's nothing to break or babysit, and there's nothing
to irritate and drive off participants -- and it's greater
participation we're after.
I think we can conduct a vote on this online, as long as we allow
discussion, move and second, and hear from a quorum...?
