Policing file naming conventions

Has anyone seen a good 'automated' scheme to prompt and guide Windows
workgroup members to learn and comply with prescribed file/folder naming
conventions, regardless of the application they're using?

Like, maybe, a context-sensitive system- or server-level 'screen tip' that
pops up automatically whenever a user invokes a 'file save¹ or Œsave as'
dialog, and displays examples of prescribed file naming convention syntax..
maybe with the added ability to parse the target directory and display
differing conventions for differing target directories...
