I've used LiveCycle to build fillable PDF forms, and we were able to
(A) make them savable, and (B), hook them to buttons for automatic
submission.  I don't know how much we paid for the product or any
licenses; all I know are the technical capabilities.  The only
download required on the client end was Adobe Reader - no special
plug-ins or tools.

The work was for the U.S. Dept. of Labor.
