[Stc_cny] Post to start the archive

This post starts the archive of the Central New York Chapter STC Mailman
list. One post is needed for the archive to be visible to administrators or
members. As we learn to use the list, we'll create a few more administrative
posts.

I'd like to acknowledge the help of our list provider in getting this list
set up and ensuring that I learn to use the Mailman software properly.
