[Stc_cny] Test of posting attachments

It seems that attachments are blocked; they are not sent to the list. The
message itself is sent to the list. That is fine. It's not clear from the
documentation what is going to happen to the message.

The way the list is set up right now, the administrator (that's me for now)
is supposed to receive the attachment. So far I haven't, but it may still
arrive. I'll continue to investigate processing of attachments with our list
provider.

I'll wait to subscribe the members of the list until I'm sure how
attachments are handled. I'm also working on a Welcome message that is 
easier to understand.

Everyone will be subscribed by next week.
