There's a book called the Web Style Guide that I have found very useful.  I
know the authors are in the process of writing the 3rd edition which they
expect to release soon.  But the 2nd edition is available as a book or
online here.

We are starting work on a web-based application with pieces developed by
different in house developers and commercial vendors.

Does anyone know of publicly available GUI standards for web
applications? Or does anyone have a web application Style Guide that
they could share?
