[stcusesig_l] Required fields: Is an asterisk accessible?

The last time I had an accessibility question (years ago: "Are text-only
versions a good thing?" Answer: no!) I got on the phone to the National
Federation of the Blind and they were delighted to talk about the whole
thing. I'd suggest the same here. Perhaps this will turn out like so many
other design issues, particularly in software, where we're either asking the
wrong question or solving the wrong problem.
